So the driver that supports the binary API doesn't hard-code the 
location of the devices, or some distribution vendors might patch their 
kernels to put the devices elsewhere?

Is that header used both for packets coming from the binary API and from 
the text API?  If so, we should get a new DLT_USB_LINUX for it.
