timeout in linux

Hello! Im new in programming with libpcap and im using the libpcap0.8.3, and i´d like to know if the timeout works in 
linux RH9 kernel 2.4.20. I set the timeout in cap_open_live with a value of 2000ms and im using the function 
pcap_next_ex and checking the value returned, but it never returns 0 (i think this is the value tha returns when there 
is a timeout...).
