In simplest ways I thought of:

  tcpdump -v -w file -C1 <NOT!>
  tcpdump -v -C1 -w file <NOT!>

Both those show a usage statement.

What is the usage statement that it prints?

I don't see a usage message with those commands with the current CVS
version of tcpdump.
