Talos Snort Subscriber Rules Update

Synopsis:
This release adds and modifies rules in several categories.

Details:
Talos is releasing detection for CVE-2024-21893, an Ivanti Connect
Secure server side request forgery vulnerability.

Talos has added and modified multiple rules in the file-other,
os-windows and server-webapp rule sets to provide coverage for emerging
threats from these technologies.
