Talos Snort Subscriber Rules Update

Synopsis:
This release adds and modifies rules in several categories.

Details:
Talos is releasing the following SIDs to protect against a critical
vulnerability in OpenSSL (CVE-2022-3602):  60790, 300306-300307.

Talos has added and modified multiple rules in the file-other and
server-webapp rule sets to provide coverage for emerging threats from
these technologies.
