where is the commercial license agreement and how can I deploy the business rules

HELLO，

I have two questions：
1、In SNORT SUBSCRIBER RULES LICENSE AGREEMENT (v. 3.1)：
2.6. Commercial Use. You must enter into a separate commercial license agreement with Cisco in order to use the Rules 
for a Commercial Purpose.  You can contact Cisco at www.snort.org<https://www.snort.org/> if You desire to use the 
Rules for a Commercial Purpose under a commercial license agreement.

But where is the commercial license agreement, I can not find it at www.snort.org<http://www.snort.org>, please tell me.

2、We have subscribed business rules(a sensor) ,so can I deploy the rules on one kind but but many quantities device?
