I just gave you a link to a free program that is able to work in windows CMD line, it's Unzips, it un-extracts 7z, tar, 
gz, and plain old zip ........

so windows can only natively support .zip files.... I'm guessing the files you are referring to are .tar or tar.gz 
..... you need to go to http://ninite.com/7zip
clicking this link will download the installer called 7zip.... run the downloaded installer as u sit back and it does 
all the work.
May I ask what you use Snort on Windows for? It's a pretty powerful app. I hope this helps.
