Do you get the “Could not set the event message file” error when it starts correctly?

Hello out there, 

I use Snort 2.9.12 on a Windows 10 Pro Mashine. When I want to start Snort most of the time the following Failure comes 
up:

ERROR: C:\Snort\etc\snort.conf(0) Failed to parse the IP address: 8.0.0.0/8.0.0.0.

After calling the same command several times again sometimes snort starts. But it should start on every call.

Attached you find my snort.conf. I downloaded and i am using the Snort_2_0_12_Installer.exe.
