snort 2 : change sodetection rule header

Hello, I've recongized that when i change header of sodetection rule in
rule stub file (*.rules) snort can not load it.

So, I can not change header of sodetection rule ?  It must be unchanged.
But what if I want for example change action of such rule - from alert to
drop or smth else?
