Black list fails to update due to permission issue

This is the error I get when running pulledpork.pl:
"unable to open /etc/snort/rules/iplists/default.blacklist for writing"
The file has the same owner (user/group) and permissions as the rules in
the outer directory.
I am running Snort v. 2.9.11.1.
