Snort NIDS system differentiate between solicited and unsolicited traffic

Hi Snort,

I know Snort is both a IDS and IPS system. I am trying to understand how
does Snort NIDS system differentiate between solicited and unsolicited
traffic and block / prevent unsolicited traffic to the network.
