The Snort 3 community ruleset is a copy of the community ruleset (not the registered ruleset that you are mentioning in 
the latter half of your sentence), just converted for the Snort 3 rule language.

We are working on Snort 3 compatible registered/subscriber rulesets now.

Why is that Snort3 community ruleset consists of less than 4000 rules but the Snort v2.9 rulesnapshot has above 30000 
rules? Have the rules been optimized ?
