just wait until America wakes up and give it a day or two or more for others to 
read your initial post on the thread... there may very well (still?) be some 
masochists building snort on winwhatever...

i've never done it and don't plan to but i think you're mixing things, too... 
cygwin is a *nix type environment but you're trying to compile against the 
winwhatever pcap library and that won't work... if you are building under 
cygwin, you'll also be running under cygwin, right? so you'll have to use cygwin 
for everything and that, IIUC, means you won't be using wincap... if you're 
going to build native winwhatever, you won't be using cygwin...

that's my eWWWAG... remember it is just a guess...
