I've prepared a build. Simply removed the patches of snort-2.9.7.0 that do
not apply cleanly on 2.9.9.0:
configure_werror, fix_upstream_typos, hardening_werror
Have debian maintainers worked with snort developers to fix those issues?

Please try if the build behaves as expected:
