Re: libnghttp2 query for snort 2.9.9.0

Required for the RPM.  If you build from tarball the lib is not 
required.  You will see this though:

checking for nghttp2_option_new in -lnghttp2... no

   Libnghttp2 library not found.
   Get it from https://nghttp2.org/
