Snort.Conf line 285

Does anyone know what this line does?  I was getting allot of Consecutive
TCP Small Segments exceeding Threshold ERRORS and to fix it I had to change
the 3 behind small_segments to a 0.  Will I be causing an issue later on by
doing this?
