As far as “yum repo” setup.  We build the RPM for the site as an example.  We don’t officially maintain the 
distribution for any OS other than FreeBSD.

is the missing bison BuildRequires.

I noticed also a slightly more up-to-date spec file (with bison BuildRequires) at
https://forensics.cert.org/centos/cert/ .  Would it be possible to merge the changes
from there upstream to the specs maintained at https://www.snort.org/downloads ?

What about setting up yum repos instead of pointing to RPMS on https://www.snort.org/downloads/?
