Feature Request: Make dup sids non-fatal

I've seen this time and time again....something happens and there's a
duplicate rule, and bam...your snort FATAL's and you're done.  I'm
requesting a command line option to ignore this type of error.  The
rule is already read into memory, as I understand it, so why should
snort care if it sees it again?  Skip over it and drive on I say.
