Again; go back and configure a freah snort.conf, and if that doesn’t fix the problem, try installing Snort again and 
make sure the checksums match before installing.

 

This is NOT a common problem and everything to do with your specific environment.

Always use Notepad, Notepad2, or Notepad++ to configure any editable configuration files that are text. By no means are 
those the only three acceptable text editors.

 

Note: Some text editors will read text files in under one character set and save them back under another. The problem 
you are experiencing is one of the side effects.

 

Go back and start from a FRESH snort.conf, and configure it with any of the aforementioned text editors.
