Snort error in windows

Im new to this whole snort thing so I may be missing something entirely, Im
trying to use snort from windows i double click on the snort.exe icon and
all I get is this message

​The ID Changes but nothing else. It stays in this cycle and does not load
to where I can do anything. ​
