How to replay pcap files at arbitrary speed

Hello all, Snort can be run in offline mode, by using the '-r' switch, and give it to a pcap file. But, can we replay using cmd to the network by arbitrary speed rather than it was captured? I know we can do it using tcpreplay but what I need is using cmd. Any help is appreciated Simegnew
