For such a radical throughput impact, I think the cause must be more
simple...

Check the Ethernet card settings, are they 10/100/1000 Mbs and are they
half or full duplex. And then check that they are the same on the
switches they are plugged into. If anything is set to half-duplex, then
that's your problem...
