ERROR : SID: 15450, GID: 3 not registered properly. Disabling this rule

Whenever I do this, It gives me this info:snort -c /usr/local/snort/etc/snort.conf -TEncoded Rule Plugin SID: 15450, 
GID: 3 not registered properly.  Disabling this rule.
Encoded Rule Plugin SID: 16561, GID: 3 not registered properly.  Disabling this rule.
Encoded Rule Plugin SID: 15451, GID: 3 not registered properly.  Disabling this rule.
Encoded Rule Plugin SID: 18410, GID: 3 not registered properly.  Disabling this rule.and many more statements like 
above.
I followed the steps given here but still getting same

How can I enable the rules?
