There are several unknowns. Are you using the latest pulled pork? (V0.7)

Do you have access to the subscription rules? Or are you trying to get the
regular 30 day delayed rules? This is important because you cannot retrieve
rule updates more than once in a 15 minute period.

Sometimes there are issues with getting the MD5 files down, but you can
clear out the /tmp location for PP and try again.
