Multiple configuartions: config policy_mode/id/version

Hello

I've read in snort manual that options config policy_mode, config:
policy_id and config policy_version are specific to each configuration.

I have 2 questions:

1.Could you please explain policy_id and policy_version are mandatory
options for single or multi-configuration?
2. How policy_mode can be used in multi-configuration if snort itself can
be run only in inline (-K command line option) or passive mode (without -K)
?
