I've also tried downloading the rules using wget and I get the following
error:

ERROR: Certificate verification error for www.snort.org: unable to get
local issuer certificate
ERROR: certificate common name `snort.org' doesn't match requested host
name `www.snort.org'.
To connect to www.snort.org insecurely, use `--no-check-certificate'.
Unable to establish SSL connection.
