Portscan and http_inspect don't work with Snort2.9.2.3 on Debian Server

Dear Sir,

I installed Snort2.9.2.3 on Debian Server successfully. I can see alerts with my rules. But i tested Portscan - 
Http_inspect functions and it didn't work. If possible, please attached configuration file and give me your help!
