BASE 1.4.5 Graphing using Apache 2.4.2

I have two installs that arte almost exactly alike. One is built on Apache
2.4.2 and the other is built on IIS.

The IIS install has no problems displaying the graphs from BASE.

The Apache 2.4.2 install shows the graphing window but it's empty. It
appears to be something to do with the Apache webserver. It's not throwing
any errors in the log.
