So, the 3D rules and VRT rules for registered free user have the same rule format exactly, which means they have the 
same set of rule headers and options supported. Is my understanding correctly?

Largely, yes.

Paid subscribers get all the Sourcefire 3D rules in real time. Registered, free users get them on a 30 day delay. All 
others get updates to the rules as major releases of Snort come out.
