[PATCH]: Minor fix in sp_tcp_flag_check.c for the C and E bits

Hi snort-devel,

Cursory glance at the original patch I sent in a few months ago to
change '1' and '2' to 'C' and 'E' on the "flags" keywords reveals that I
missed one minor bit on changing FatalError() to say "UAPRSFCE" instead
of "UAPRSF12".  That's for the flags field itself.  On the 'mask' field,
it fixes this and corrects the exclusion of the 'F' bit in the error
message.
