I have completed the move to Github! This move gives this project a
lot more structure and hopefully, better QA.

This project also has a new home:

The focus for this release was killing bugs, simplifying overall
configuration, and cleaning up existing features.

## CHANGELOG:
- User sessions. Authentication is now required
- Fixed column sorting (again)
- Tag cloud logic is now variable based on results. It also uses both
size and colour indicators.
- Fixed missing quotes in packet.php
- Fixed exclude query logic which was failing under certain conditions
- Removed superfluous ip2c configuration file
- Country naming now fully matches ISO 3166
- Fixed empty column output while in map view
- Minutia
