Are the deleted rules published anywhere - I don't see any listed in the
change logs for the subscription release

Not really no. The rule was moved into deleted.rules and released there 
in the rule pack issued on 5th October. So registered users will see 
that change when that rule pack becomes available for download 30 days 
after October 5th. Which is November 4th (21 days from today).

In the meantime, you can probably make that change yourself.
