bleeding edge descriptions

i'm afraid this is not the best place to post this question
but i've google around with no luck

do you know if somewhere are available the descriptions of the bleeding
edge rules ?

i mean those files which filename is 'sid number'.txt

so that one could make "base", the "Basic Analysis and Security Engine"
point to them
