bug listing?

Is there a bug listing somewhere that might reflect documented bugs
associated with v2.4.3?

I tried the flex response (resp:rst_all) on a simple telnet rule on
a working win32 system with winpcap v3.1 and received:

 "Unable to open the driver, Error Code: 14. cannot open raw socket
 for libnet, exiting..."
