windows platform, looking for easy cisco ACL mang solution

Right now I'm in the process of redoing my whole snort setup and applying what I have learned so far with my previous 
mistakes.


I'm installing a cisco router between us and the main backbone and would like to start controlling traffic that comes 
into our network using the ACL and null route to the bit bucket.  This will help clear up the issues that snort is 
firing on and controll any future machines that are affected with virus/trojans which are not under my controll. 

What is out there for a low cost GUI application that will help manage acls; edit, upload, download at a minum.
