How to alert this web attack

Hi list,

I m wondering which snort rule will alert the following web attack:
1.2.3.4 - - [14/Dec/2004:09:59:47 +0800] "SEARCH 
/\x90\x02\xb1\x02\xb1\x02\xb1\x02\xb1\x02\xb1\x02\xb1\x02\xb1\x02\

If there is no rule for that, how can I create a new rule to deal with it?
