I'm not sure, haven't tried it. On my RH systems I had the following in
my /etc/sysconfig/network-scripts/ifcfg-eth1 file:

DEVICE=eth1
ONBOOT=yes
TYPE=Ethernet
USERCTL=no
BOOTPROTO=none
PEERDNS=no

...never had a to specifiy 0.0.0.0/32.

I'll give it a shot sometime this week.
