Wow - that's a weird one. This is TCP traffic between a valid address
and a loopback address. Unless your snort box is actually on address
209.176.3.124, that shouldn't happen.

I've seen tonnes of broken software (Compaq InSight Manager for
starters) produce loopback traffic before - but only ICMP and UDP -
neither of which require the establishment of a "session" to operate
(unlike TCP). 

I mean, this says that  209.176.3.124 has a route to the 127 network
that passes by your Snort IDS sniffer, and that a Web server is
responding OUT ITS ETHERNET CARD to such connections. This sounds nearly
impossible.

Is 209.176.3.124 the IP address of the Snort box? Then it all makes
sense...
