Verify your snort.conf file for the typo by greping the word "decode" lines
from it.
If you've still problem , try sending the following details
*grep result of the word "decode"
*snort version

when run snort -T say

ERROR:  unknown preprocessor "ø~_decode"

what can do to resolve this problem
