problems with win32 port of snort

well i have installed snort v2.0.0 and wincap 3.0 and it's working fine
but
when i try to use a resp in my local.rules i get an error
PacketSendPacket failed
and resp doesn't reset the connection that i configure. also tried with
wincap 2.3 but same error accured

btw snort.conf is default and just one rule is in my local.rules:

alert tcp 10.0.0.0/24 any -> 10.0.0.223/24 80 (msg: "LAMANT!"; resp:
rst_all;)

please advice
