This is extremely off-topic for this list.  But, since we're nice....

From the sounds of it, I'd start by reading up on DHCP and DNS since if you
understood those two systems you'd be able to answer most of these
questions.  And as an added bonus, I'll point you to http://www.dyndns.org/
which will be useful for you down the road.
