IDScenter 1.1 RC3 update

A bugfix release for the bug that caused the popup window:
"Cannot create file "", - The system cannont find the path specified."
to appear.

Eagle X can be updated by installing IDScenter into C:\EagleX\IDScenter.

The bug was caused due an insufficent check in the Oinkmaster 
configuration code and Oinkmaster support is activated by default in 
Eagle X, so the bug doesn't appear in default configuration.
