error meant

OK, i run as root. It partially runs:
Initilizing Output Plugins!
Decoding Ethernet on interface eth0
Initializing preprocessors!
Initializing Plugins!
Parsing Rules file /etc/snort.conf

++++++++++++++++++++++++++

Initializing rules chains...
ERROR: Unable to open rules file: /etc/snort.conf  or  /etc//etcsnort.conf
