Take a look under <http://www.snort.org/dl/signatures/>.  It's not an
FTP site, but does have current versions of snort rulesets. 

Also, you may want to investigate oinkmaster, written by Andreas
Östling, as it does the updating for you.  See
<http://nitzer.dhs.org/oinkmaster/> for details.
