http decoding

Hi,

Anyone can explain me how snort decodes the http content!? In fact it
convert the base64 to ASCII 127 bit data, no!? I found some examples for
that but  couldn't understand the bit operations to do the decoding.
What is the procedure to convert Base64 to ASCII ?!
