ACID-0.9.6b23

Based on some earlier postings, there was the issue of moving alerts to the
archive database and this resulting with the error about duplicate alerts
and the move failed.  This error was corrected by ACID-0.9.6b22 but now
seems to be back with "23".  Anyone else noticed or experiencing this
problem?
