JpGraph license concern

ACID 0.9.6b22 (Oct2002) introduced JpGraph to replace PhPlot

The website: http://www.aditus.nu/jpgraph/index.php
is quite clear that software licensing is QPL
(Q Public License) and not straight GPL as is the rest of 
Snort, MySQL, ACID, RH73  etc.

Yet http://freshmeat.net/releases/87974/null
seems to imply that 1.7beta is GPL

This makes a significant difference to me,
as I work in a commercial environment.

What is the proper interpretation?
