Copying those .h files is probably a bad idea... those are includes intended for use when compiling snort for windows (ie: win32). I'd not recommend even trying them on a Linux platform, you won't get anything good from them.

It looks like your main problem is that somehow MySQL-devel didn't properly install, or the RPM you had for it is munged (you didn't indicate where you got your MySQL RPM files from). Are the MySQL RPMs you installed the ones on the RedHat CD, or did they come from someplace else? Did you try to check the RPM signatures to make sure the file is uncorrupted?
