Problem solved; Logging only outbound connections

My problem with logging only outbound connections is fixed. Thanks to all who responded. It seems it was caused by my 
not upgrading to winpcap 3 from 2.3 . The old install of Snort was using 2.3 and the new version seemed to find it O.K. 
, but I guess not.
Anyway that was the problem.  I was surprised by the quick help I received from everyone.
