In a nutshell:

To compile snort with mysql support you will need both the mysql header 
(for function prototypes and other bits) as well as the mysql library. 
Remember, the library provides the actual API functions necessary to access 
mysql from within snort.

Additionally, the mysql client will be very very helpful in testing the 
configuration from the system running snort.
